They'll get better with time, so by the time your class would take boards there will likely be an improvement. I would take the road that saves on tuition, and if you're a good student, you will pass boards.
 
You need to go where YOU want to be ! Money will come and go over your career. I have passed up a similar offer and will owe more but it is my career training and the beginning of my exciting future. Best wishes to you 🙂
