I have heard that it is possible to reach out beforehand and set up a meeting with admission staff/dean to discuss the competitiveness of one's application before applying early decision.
You heard right.
 
Still risky. I’ve heard of people being encouraged to apply early, only to be deferred. Then it’s too late to submit other applications. Also you wouldn’t have any room for financial aid negotiation.
 
ED for medical schools is NOT the same as ED for undergrad. I definitely encourage regular admission whenever you can unless you talk with the admissions staff before you begin. But I agree, no guarantees.

Should I attach my resume or have a paragraph discussing my intent in applying early decision or should it be succinct and merely ask to set up a meeting to discuss the early decision program? Should I also mention that I would like to gauge my competitiveness in applying ED? Lastly, should I mention my stats and if I am in state?

You didn't get many responses the first time because there isn't much to say. I'd probably just keep your email short and sweet stating your basic stats, your intent to apply ED, and requesting feedback on whether they would encourage that application. Then let them guide you with what additional information they want.

Just ask if someone in admissions can talk with you about applying ED. Don't send them your pending application unsolicited.
