If that program is unable to verify your hours (if you left before completing the expectations of the program) then I wouldn't list it. If they were contacted, are you confident they would verify your hours even though you had not completed the program? It sounds like you left in the middle of whatever project you were on, so if there are any burned bridges there I personally would not risk it.
 
Back when things were first moving online, I got into an online research experience. However, I don't think the program was fully prepared to switch this experience to an online format. It ended up being mostly just us doing busy work, and little actual research. Eventually I became dissatisfied with how unorganized things seemed to be and never got my certificate for the program. I did complete a good amount of it, but I am unsure if I should even list it at all. What do you guys think?
What are you seeking to get out of listing it? Credit for hours you spent spinning your wheels doing "busy work, and little actual research"?

Med schools are not going to value that. It was online and you quit before finishing. It sucks that, in hindsight, you wasted your time, but you cannot convert every waking hour as a premed into something tangible on an application.

This is not going to impress anyone, or help you get an interview you weren't otherwise getting. No reason to include it. It really adds nothing to your application, other than unproductive hours that did not even result in you learning new skills.
