I would reach out to the program coordinators to ask for specifics. Out of curiosity, what field is this?

My wife just applied to fellowship and a bunch of programs wanted her ITE scores - so she emailed them in. Pretty standard process really. If it's not clear how you're supposed to submit it, call them.
