They most likely want you to send them extra stuff directly (usually via email, snail mail, or a custom portal).
I would reach out to the program coordinators to ask for specifics.

To summarize:
Complete and submit ERAS and contact each program that wants extra stuff and ask how they’d like to receive it.

They want the main application via ERAS and the extra stuff sent a different way.
My wife just applied to fellowship and a bunch of programs wanted her ITE scores - so she emailed them in. Pretty standard process really.
