Unfortunately you probably won't have much success with changing the administration's thought process with this. Once you meet your requirements, I'd recommend shadowing specialists just to learn new or refine current techniques.
I always learned a ton when shadowing, especially with OS and Perio. The more you know about specialty procedures, the more comfortable you will be doing them as a GP.

To follow your analogy... This isn’t socialism, this is prison politics. Serve your sentence, stay out of trouble, then do what you want with life. Nothing good happens to inmates who think they’re better than everyone. Don’t cause a ruckus and burn bridges so you can do 6 endos instead of 2. Think big picture.
To concretely answer your question: Schools can do whatever they want. You’re not a doctor. You’re a student with a checkbook.
