Thomas Jefferson/Sidney Kimmel should absolutely be on your list. They almost exclusively admit only international applicants (I don't know why) although they will interview many US citizens as well. I am not sure about the TX schools on your list.

There are barely 30 programs that accept international students... I'm not even sure if all the ones OP listed will give them a real chance without a green card.

Yeah, apply to *every single* school that takes international students on paper.
