What is the cost of attendance for each? Are you a Virginia resident? VCU is expensive for OOS students; I think Vermont is too, as a public state school. Based on your pros/cons, I'd go to VCU if you think you could handle the stress/less emotional support system. Its better ranked, good home programs, a fun place, and warm(er).
If you're interested in family medicine, Belmont offered some decent scholarships to their first class and I would guess the second class also will have some scholarships. Save some $$$ in tuition and costs before residency/attendinghood.
