Had a rough start in college and ended failing about ~36 units worth of classes my first year and a half. Took several years off to serve in the military and work in a different field after getting out before going back to school and killing my undergrad and got a masters. Because of my first year pulling down my GPA, I was definitely below the 10th percentile for every school I applied to. But I got in.
Everyone's situation is different, and it's going to depend on what else is in your background. Low GPA makes things much, much more difficult, but not impossible (barring a GPA so low that your app gets screened before a human can ever see it). But you need to be realistic too. I knew my GPA was going to be detrimental to my application, and while I felt I had a strong background and history of re-invention, I knew it was a long shot. I didn't have any illusions about how I would fare in the process.
