4th Year Externship Programs for SUNY

I was looking through the SUNY website and saw a list of externship programs for the 4th year students. I guess my question is, could people propose their own externship program for SUNY? say, somewhere on the west coast because the majority of the programs listed are in NYC. I know PCO, Pacific and SCCO allows students to look for their own and then they'll approve them. Are the externships listed on the website the only options for students? Do a lot of students really go to India and Israel?
Also, how hard is it to get your top choices for externship programs for SUNY?

During my interview I asked how come they no longer offer externships in India and Israel (cause I had noticed that they were not listed in this year's course calendar). I was told that since 9/11, insurance fees are just too high to send OD students to international locations.

I don't think it's *impossible* to get a special externship (in the US), but you would have to know someone at the site you had in mind and work to convince the externship director at SUNY to get it approved. I don't know anyone who's done it in the last couple years, though, so it's definitely not common.
