not a rejection letter but not really hopeful sounding either. i haven't gotten an interview here, so should i definitely not expect one at this point?

I'm not sure about your letter but I got a letter saying that i'm in a competitive pool [btw im international]

my GPA is ~3.7 and 22AA/22TS/22PAT
 
OHSU is really slow this year. I interviewed there on Nov. 12, which was the very first day they had an interview. That was almost a month after my last interview prior to OHSU. So there's definitely a good possibility that you'll get an interview there. Also, I got the competitive letter about 1-2 months before my interview, so you should be in good shape.
