does any one know if i Can i apply for podiatric programs although i am an international doctor (M.D)

and what are the exams should i pass to be eligible to apply to podiatric programs?
 
Yes. At our residency one of out second years was an orthopedic surgeon in South America. I would call the Podiatric Medical schools and talk to their admissions people. I believe with a foreign licensed MD they may waive MCATs and offer some advanced placement. It will still require graduation from a Podiatric Medical school and a 2-3 year residency.

so how many years it gonna take me to finish the residency program?
 
You will have to get your DPM degree first. That is typically 4 years long after an undergraduate degree. Then you would have to complete a 2-3 year residency program. 6-7 years. I do not know if any of the schools would offer some advance placement for basic/clinical sciencesbut the individual mentioned above did the full four years and is currently in a 3 year residency.
 
_ You can NOT apply to podiatric residency programs unless you have a DPM degree even you are an IMG.

_ Most of poditaric medicine schools will waive the pre-med and the MCAT and some will grant you advanced placement in the basic sciences curriculum if you have passed the USMLE step 1 and/or you have a foreign medical degree with a GPA of 3.0 or higher (I know NYCPM & TUSPM do, not sure about the rest). You have to contact the admissions office of each school cuz rules are variable. Overall, you will have to do a minimum of 3 years podiatry school in the best circumstances.

_ I strongly doubt that any residency program will grant you advanced placement in the program even if you have done tons of surgical exprience abroad, but such exprience would be a plus if you are trying to get into one of the top notch programs.

PharoPod is right they will wave the MCAT's if you've passed your USMLE's part I. It also depends how long ago you where in Med school and how your grades were because 1st year pod classes are almost same as 1st year Med school classes ( Biochem, Pathology, Immunology, Microbiology) I believe advanced standing is on case by case basis.
