AACOMAS and transcripts

Not sure if anyone else has encountered the same confusion as me, but I'm wondering if AACOMAS requires that they receive your transcripts BEFORE you can submit your application for processing (via internet)? The wording on the application instructions kind of makes it sound this way. Thanks
