is this instant? as soon as its verified?

or does the whole app have to be mail to each school?

i'm asking this to coordinate the timing of when to send my reference via interfolio; would rather prefer the schools to have my app on file so the references can get matched

All newly verified applications and any application updates that are completed by Tuesday morning are sent once a week, on Tuesday morning and made available to the colleges on Wednesday. You will not see the release date of your application for a few days (until approximately Thursday afternoon) to allow time for the colleges to download the application/data. Please note, the colleges have varying schedules for downloading and acting upon applications.

+1. OP you're right, you want the school to have a file for you so your letters don't get put in the trash.
 
Someone who applied (and got in) last year said on another that schools got his LOR's before they even got his primary application. It didn't cause him any problems.

It depends on the school. Some schools don't mind and some do. It's always best to follow the directions and submit LORs after they've been requested.

While this may be true, there is certainly no advantage to submitting your LORs before they are requested. There is, however, the possibility that you'll seem arrogant and that the LORs will get thrown away.
