I am wondering if educationally disadvantaged would include how having learning disabilities and ADHD impacted my grades? Due to the high cost of psycho-educational testing, I went undiagnosed for many years up until my senior year of undergrad so my undergraduate GPA isn't the best (~3.0). Once I got testing and accommodations, it improved tremendously. Would the disadvantaged statement be the best place to discuss this and how this impacted my education? Thanks!

If something inhibited you and therefore you became disadvantaged because of it, mention it. Technically, your situation is both economic and educationally disadvantaged. The disadvantaged statement is the absolute best place to discuss it and how it impacted your education.
