How did they know that Carboxylic acid and amine are soluble in dilute acid and base ? what concept do I need to review if I am reviewing from Princeton Review ?

Its saying that carboxylic acid would react with base making the species charged therefore more soluble. The proton of Carboxylic acid would react with -OH from NaOH. Or We can say that NaOH deprotenates the Carboxylic acid.

For Amine. Its saying that the Amine can react with HCl because it has the lone pair on the Nitrogen. So the Amine will become positively charged. Charged things can dissolve. H+ will react with Lone pair on the nitrogen. so its similar to NH3 + Hcl ---> NH4+ + Cl-
