I thought it has an R absolute configuration. ans says it has S.
F should be the first since it is more electronegative than Br.

one of the rules say...the higher the atomic number of the atom directly bonded to the chiral carbon, the greater priority of the group...
so Br (35) has higher atomic no. than fluorine (9)

so it will be S conf.
