Academic vs. Private Hospital/County based OMS residencies

It is better to get an answer from an OMFS resident, but i know an OMFS resident at an institute that does not have a dental school. He said their only problem is lack of referrals for implants from dental school.

Some might argue that some academic programs will have Perio and OMFS fighting for implant cases and it is true

actually every program is a different story and has its own dis/advantages and its own rules

Yes, I agree.
It seems to really depend on the program, even when it is two similar settings.
From my limited exposure/ experience, it seems that at county hospitals, you tend to get more exposure to trauma. At private hospitals, more varying cases, and it seems to depend on what the faculty wants to do. For academic, it really really is variable, since I've seen programs that are more core OMFS to programs that are the only H&N service in the hospital.

Again, this brings back the point that you really have to do your research, find the programs that suits your goals, and hope that no dramatic changes happen when you're going through the program.
