During the the application process, do schools release their secondary applications on the web or do you HAVE to submit a primary to them in order to gain access to their secondary form?

Also, do schools reject based solely on the primary application or do they wait for all materials to gather. Can they/Do they/Is it possible that they throw out applications without having all their contents gathered?

At most places you need to submit the primary, when they have it, you'll get the secondary. SDN tends to have the essay portions of the secondaries for various schools up ASAP, so you can prewrite the essays if you wish. You'll also be able to reuse a good chunk of your essays with tweaks for different schools; many questions are similar, if not the same.

Some places do screen (and reject) based solely on the primary. You'll probably still get a secondary to fill out, because they like you to pay them (let's face it, who doesn't?). So yes, it's entirely possible, and it definitely happens.
 
I think Vanderbilt is one of the few that doesn't send secondaries to everyone. If I remember correctly everyone who does the secondary gets an interview.
