Does it form an alkene through E1 or E2?
kaplan says E1 but i learned that it follows E2

It should be E1 with secondary and tertiary alcohols, since by adding acid, you are adding H to OH, which makes it a good living group. With primary alcohols, you can't go E1, so you will need to go through E2.

You can't go E1 with primary alcohols, since primary carbocation isn't a stable carbocation.
