isn't resonance a more important factor than dipole induction ?
in this case it seems like the presence of three electronegative halogens is more important..
can i just assume that inductive effect with 3halogen > resonance?

they both have the same resonance, the negative charge isn't delocalized around the benzene ring, so you're looking at the electron withdrawing capabilities of a benzene vs. 3 very electronegative Fluorines
