That's unlikely to be the case. I don't think they provide the data on acceptees that are reapplicants. But, somewhere around 27% of applicants are reapplicants (See the repeat applicant excel data here: 2019 FACTS: Applicants and Matriculants Data).
Considering there were 21,869 that matriculated, that would mean 10,935 matriculants would have to be reapplicants. 10,935 out of the 14,133 reapplicants would mean an acceptance rate of 77.37%. That does not seem likely.
