I just got an interview in a program that I interviewed last year but was unsuccessful matching. I really like this program and thought I made a good impression on the PD last year to rank me high enough to match, but obviously there were other more competitive applicants.
How do I interpret this second interview? Does this means I might have a better chance now than last year?
How do I answer the Question " how come you didn't match?" I am very sure the PD and the faculty I interviewed with will remember me.

Please help, any input will be very much appreciated.

Good for you. Go for it.

I've seen applicants succeed on the second year round. Perserverance often (not always) pays off.

Although hypothetically possible, the phrasing you mention for the dreaded question is best interpreted as "what have you done to improve your application?"

You should absolutely have an answer to that question.

In fact, any question you get asked should lead you into an immediate segue "Let me tell you why I'm a better applicant this year...." "This is what I learned after last year's Match......"
 
all the places that interviewed me last year ---- none of them invited me back again this year. So consider it as an honor to being invited back -- that means you probably were ranked by them last year (just not a place where you would have matched).

Blow them away this time....by showing them what you have done to improve your application. I would not focus on why you didnt match.

Your odds may be better if you were on the cusp. Or you may end up rounding out their rank list again, in case the top people go elsewhere. You can't know. You do know they think your are good enough to be there but there always can be someone they think is better that can bump you down the list. Every year is different though, so your odds could be better -- maybe the guys they like best this year go elsewhere. Or maybe you were so close that you actually end up ranked to match compared to the current crop. I don't think it changes things -- you still have to sell yourself.
