Most schools accept 2-3x the number of seats they have. You can basically calculate the advantage that ISers have by looking at the # IIs vs applicants, and then the # seated to IIs.
So yeah, the advantage to ISers will apply to accepts.
On the other hand, some applicants have an instate bias and given a choice between an OOS school and instate, they'll choose instate. So, matriculants reflects both school preference and admitted student preference.
