Another question about DO letter

For some of the schools that do not requre a DO letter, will these schools start reviewing my application once the rest of it is complete or will they wait for the DO letter that is not required?

As far as I what I gather from others in this forum and people I know, the schools that do not require a DO letter will continue the evaluation of your application granted that you complete the rest of it.
