If I were you I would do the GT SMP. From my research on the topic, I believe GT carries a better reputation and often has linkages to a number of schools on the east coast. I don't know too much about Cinci's program, but I do know that if you are an international student and your SMP school does not accept internationals, you really should not attend their SMP. Most SMP's are for acceptances to their own schools, and unless you know about specific linkages of Cinci to other schools, I would opt out of that......
