APPIC and Internship contract ('11-'12) questions

Well, I finally received my 2011-2012 internship contract for a State inpatient psychiatric hospital (APA), however there is one clause that I am concerned about and I would like to get your opinion.

"Please be advised, that due to the State's current fiscal constraints, acceptance to this position will not preclude you/you position from the impact of any implemented furlough (ways without pay), wage freeze, and/or reduction in force."

I am particularly interested in the last part of this clause.

In these tough economic times I understand the point behind the clause, still....
As i understand sites registered with APPIC have a binding contract which they must uphold. So with that in mind, can an internship actually dissolve once it has commenced?
FWIW: the contract came from the State not the hospital.

This would completely contradict the APPIC contract that they are committing to training us for one year. I would imagine that the employment contract would maybe trump the APPIC contract? You should consult with your training director. I have not heard of any internships dissolving or freezing pay after the Match process.
 
I have a friend who's appic site lost funding before start of internship. The site said they could still do the internship, but unpaid. :laugh:

I wonder if you can talk to your internship director about this. They committed on paper via the appic match to train you for 1 year and pay you X amount of stipend so this seems to be potential illegal within appic's guidelines. I wouldn't sign something that i'm not comfortable with. Maybe you can point how this contradicts with APPIC to the director and see if they can modify or delete this sentence from the contract. I would imagine that if you sign the employment contract than they can eliminiate the stipend etc. since i see that this happened to other people before.
 
I could be completely wrong, but my initial (gut) reaction would be that a state-related budget issue/contract would probably supersede any APPIC contract. Thus, while I doubt the site would want to eliminate the position, if they were forced to do so by a significant budget reduction, I don't know that they would have much choice. This would possibly place their APPIC status in jeopardy, but if it were that serious of a budget shift, APPIC status might not be of prime importance to them at the time.

I don't think it would at all be out of line to ask the TD him/herself about it, though. If nothing else, I'd imagine they could give you an idea of how likely it is that your position would lose funding, or at least by when they would know.
