Application Batch? and Verification?

It has been hectic working on application but I was curious,

1. Are Official Batch Numbers still assigned according to this?

2. In order to be "complete" on application, we need to e-submit and all transcripts +DAT score are received and what else? Looks like LOR can be done after :O
