I am an IMG. I want to know that it is compulsory to complete the graduation before applying for residency in September.

Many IMG's apply while in their final year. You just need to graduate and be ready to start on July 1. In reality, most programs start orientation in mid June, and graduation before early May is best to leave enough time for ECFMG certification and paperwork.
