Application for International Program!

Hi everyone! I want to apply for an international program next year, my toefl score is 103 , but I need to prepare for NBDE part 1.

I have 2.62 of grade average in dental school (I know it is not goot for the states but in some dental schools and in some countries it may vary)
I am really concerned about not having a chance because of my grade average

I want some suggestions about whether I should wait for 2 years and take both NBDE part 1 and 2 or try this year with only part 1.
