Application lor help!!!

I have 4 LORs and I have heard from multiple people and program directors that if the program you are applying to says to submit 3, then ONLY SUBMIT 3, not 4. That being said, which 3 should I submit? PLEASE RESPOND ASAP!! I want to be done with this! Thanks! 🙂

1. Associate Program Director at a top program I'm considering (did an away rotation there and she volunteered to write one).
2. Private practice anesthesiologist (did peds fellowship). Worked with her for a month before I did my away. She works at our hospital but is not on faculty, since our university doesn't have an anesthesiology residency program.
3. Chair of Internal Medicine--worked with him for a week on Medicine rotation.
4. Chair of Surgery--knows me the best of any of the others. Wrote an excellent letter (dictated it in front of me).

Basically I'm deciding between the Chair of Medicine and the PP Anesthesiologist at our hospital. Do PDs care more about a letter from someone who knows you pretty well and has worked extensively with you, or more about a letter from the Chair of a department outside of anesthesiology?
 
well im not sure anyone here knows, but i also am not sure how glowing a letter can be from someone who doesnt know you that well, especially a chair of a department. there have been letters written that are essentially "candidate was on time and dressed appropriately for the week that i was on service" so I wouldnt use the IM chair letter, if it were me.
