Apply on Sept 15th with No LORs Uploaded?

2 of my LOR writers have sent in the letter already (still not uploaded) by regular mail

2 writers will be sending it in tomorrow (possibly 1 using the letter writing portal)

I'm not sure when these will be uploaded (I hope soon). Should I still apply on Sept 15th without these letters?

I'm a SGU student (Carib IMG) who needs a visa (I'm from Canada) so my letters were sent to ECFMG and I'm applying for IM

Everything else should be complete - CV, PS, Med school Transcript, USMLE Transcript (Done Step 1, 2 CS/CK)

Yes, you should submit. Assign the letters as you select programs and as they come in they will update for the PDs. That way the second you meet whatever filters they have in place you'll show up for them.

I actually have this same problem and met with one of my advisors today in fact who said you just submit on Sept 15th because they'll get them anyway as they come in. That gives you a head start and she was predicting things were going to go much faster in the beginning with our earlier MSPE letters and a smaller gap between when we can submit and when they get MSPEs.
