apply Ph.D then masters?

Is it possible to apply to Clinical Ph.D programs, wait to see if i was accepted or not (since their dealines are much earlier) and then apply to a masters program at the same school?

Because there are schools with more than one program i am interested in and it really all depends on if i get into the doctorate programs or not.
