Applying for a license

I will be starting my intern year in internal medicine in Washington DC and we were told we had to have at least a pending application in before starting residency. I need to have 3 character references from physicians, does anyone know if these need to be from my intern year or can I ask the physicians I worked with in medical school? Also, will I have to apply for Step 3 after I graduate if this is the case? Thanks for any help!

Ask people you've worked with in medical school if need letter now. These are merely character references.

I'm unclear about your step 3 question. Could you re-ask it?

Sorry, I didn't really explain very well. I saw on the licensing website that they say you need to apply for a license when you apply for Step 3, but is it the same in reverse, meaning, will I have to apply for Step 3 right after I graduate and take it in my 90 day time period if I have to start my license application now? Now that I think about it I doubt this is the case, but I'd rather have a couple months of intern year under my belt before I take Step 3.

Dang that's kind of confusing. I'd see if you can get an email of a current resident and ask. They would know.
