try the pre-PT for forum. and yes, there is a possibility of getting accepted if you apply to the right schools. although the vast majority of schools will want to see a GRE score above 300. You may either need to retake or only apply to schools that don't require the GRE. 290 is quite low. with your cumulative GPA on the lower side you might also benefit from looking into schools that only use the last 60 hours taken when calculating GPA. there are lots of threads already on the forum that will give you some ideas of potential schools.
