Does applying to Clinical Psyc programs with a Master's degree give you a better chance of getting in as opposed to if you only had an undergraduate degree or does it make no difference?

Well in my program it is about half and half. Half have their masters and half don't and of those that have masters a few of them are not in psychology.
 
That depends a lot on your circumstances... if you had a horrible run as an undergraduate, the masters shows that you have promise to do the work expected of a graduate student... if you had other flaws in your UG performance the Masters provides you the opportunity to put those fears to rest.

On the other hand, if you have all the boxes checked and your ticket punched. The masters won't help tremendously in most cases, but could help in some.

Do you all think that a masters degree can overcome a poor (1100) GRE score?

In general, no. I think it takes much more than just a masters degree to overcome a poor GRE performance. However, I could be wrong.
