It's not worth applying to a ton of them, but if there are some that really interest you it could be worth applying to them. Check into which schools reclassify their residency for years 2-4, because if you're accepted to one of those you'll get in-state tuition those years. Also, it depends on if you're from a state that has its own in-state public school, and if not, whether or not nearby schools have agreements with your state for admissions purposes (WICHE and similar stuff like that).
Short answer: yes if you really want to go there and aren't just casting a wide net to up chances of acceptance. Private schools are better suited for that.
