Are all schools required to give an acceptance/WL/rejection before the May 15th date?

Still waiting on my state school after months of not hearing of a decision yet. Definitely not rejected or waitlisted, but definitely not accepted. I already accepted a couple offers from other schools, but I would rather go to my state school. I just don't want to end up accepting an OOS school by May 15th then hearing back from my state school after that date, after which I am pretty sure it's too late to switch to my state school. Unless I am wrong?
 
Schools can still accept after May 15.

The May 15 distinction means that you can only hold one acceptance after May 15. You can still remain on waitlists, and if you get accepted off a waitlist, you must make a decision between the two or risk having the acceptance rescinded.

I currently hold multiple acceptances.

Suppose I withdraw from all but one come may 15th, and then 2 weeks later I get accepted off a WL at another program that I like equally as much as the acceptance I decided to keep. How much time do I have to decide between the two schools? Do I email both programs and let them know I am currently weighing my choices between the two? How would this work exactly?

Usually a few days to a week. Wailist acceptees are not going to get recruitment scholarships so one has to assume all loans. That makes the number of variables much smaller.

From my interview at one school, they said that they allow you 48 hours to accept or decline their offer. Your acceptance of their offer means you withdraw from the school you had originally narrowed your choices down to. You have to inform both schools.

The time period may be different for different schools. I believe you are committed to the school you hold onto after May 15th until you tell them otherwise. The school that offers you a position off of the wait list will withdraw their offer if you don't choose them after the time period they allot you. I may be wrong with all this, but that's how it sounded like it went.
