Are there any schools that focus on service as opposed to research?

I am planning on applying to T20-T30 schools with a high MCAT and GPA. Unfortunately, due to COVID-19, I will only have one summer of research by the time I apply. However, I have 1500 hours of volunteer work. Are there any schools that will favor my volunteering experience despite my lack of research experience?
 
Plenty of state schools and some private schools have missions that more heavily emphasize service. While it isn’t cut and dry, most schools enroll a mix of students. To be sure, many T10-20 programs enroll students with heavy research backgrounds but it isn’t necessarily because they are looking for it but maybe because so many applicants have it in their background.

Utah, SLU, Creighton, Loyola, Georgetown, Miami, Tulane, EVMS, USC, Quinnipiac, WVU, Rush, Albany have historically favored service.
