I'm certain you aren't allowed to, but if you do it jussssst before graduation and don't get caught, once you walk, I don't think there is much they can do to you.

People who want to have more practice/get ahead/who wouldn't? Plus the professors will generally put a few questions if not more from past exams on future exams. Don't see why I can sell a textbook but not exams if I didn't steal the exams from the professors office and on the front of the exam it doesn't say do not sell

The point was that HE isn't the copyright holder.Tests are (nearly universally) work for hire, which means that the employer (college/university) owns the copyright.
