Army waitlist

I've been on the Army 4-year waitlist for awhile and my recruiter just informed me that we need to resubmit my application for a 3 year in Oct. The weird thing is, she said that I need to get all new letters of recommendations and she gave me a new form to do this with. Did anyone else get this? It seems rather unnecessary, especially when I was first told we could just "resubmit" my 4-year application to the new 3-year board in October.

Same thing happened to me. I think my recruiter said that if they are 4 or 6 months old (can't remember) they would like new ones to keep all the dates current.
