What is its effect on glycolysis, how does it produce 0 net atp?

It affects ATP production at multiple levels:
Arsenic replaces the phosphate groups that is needed for making Pyruvate --> No TCA cycle
For example, the glyceraldehyde 3-phosphate intermediate will form 1-arseno 3-phosphoglycerate instead of 1,3-bisphosphoglycerate. So no substrate level phosphorylation and no ATP production.
