At what point do program directors start valuing step 2 > step 1?

With the upcoming pass fail changes to step 1, when do we think program directors will begin moving away from step 1 scores as the benchmark?
 
My suspicion is that this change has already started happening and was part of the impetuous for the switch of scoring modality for STEP 1.
 
My PD for a competitive specialty said that he doesn't think PDs in the field are savvy enough to start considering how step 1 correlates with step 2 ck. Step 1 will still be the de facto initial sorting tool for this upcoming cycle. I think they will probably place a similar weight to step 2 ck once step 1 is p/f (i.e. first cycle to test things out).
