So would early-Mid August secondary completions be considered average (even with the lateness of this cycle) or by some miracle is it on the early side :] ?

I've gotten about 20/30 of my secondaries in and really needed the help of an early app :/ Trying to make myself feel better lolz

Some secondaries have been sent out early last month, while some others haven't even been sent out yet. So, being on the early side depends on what schools you are referring to.

In general, being complete in July is early, in August is alright, and in September is towards the late side, in my opinion.

also depends on the school. UCLA and Northwestern begin 2ndaries at the very very end of July and early Aug. So Aug can't be "late" for them.

I guess I am talking about secondaries that were released early-mid July (most)

Thing is, this year only people who submitted their primary by mid-June could have had secondaries in by the end of July. I think that this year the window of time in which a person is "early" is going to be much longer than usual.
