Is there a list anywhere of schools that are known for requesting secondaries even from students to whom they will never (never, ever, under any circumstances) offer admission? I'm working on my school list and thinking about where I might apply as a "throwaway" school, since I might not have my MCAT score back before I'm ready to submit my AMCAS application. I don't really want to submit to a school where I'll never get in, only to have them request a secondary when they'll never take me, and I'll end up waffling about whether or not I should send them $150 for an ROI of $0. Should I instead submit an initial application to a school I DON'T want to attend, so that even if they request a secondary, I won't have to worry about it, because I would never go there anyway?

In the MSAR, look at Application Deadlines and Requirements (the next to last tab in School Details).
Under Secondary Application, you will notice a question: Who is sent a secondary application?
Most of them say something like "all applications," or sometimes "selected applicants."

Unfortunately, in the absence of a limit on the number of applications any individual can send, a fee is the only way to keep applicants from applying to every single school.

It's a minority that thoroughly screen their secondaries. Just have to make a reasonable list of schools (that is, do your research on public schools in other states, and keep your stats close to their ranges) and the secondaries should all be worth the attempt.
 
that is incorrect. Many schools send their secondaries when your Primary is submitted to AMCAS (before you even been verified) or upon receipt at transmission without any screening.
As I have mentioned numerous times, secondaries are a tax on the hopelessly naive, or not the pathologically optimistic.
