What is required to perform an autopsy? State medical license? Malpractice insurance? Can residents moonlight autopsies?

Yes, a state medical license or a federal exception (as a resident you get this while in training as long as you are practicing within your program).
Residents at my program moonlight doing autopsies, so it happens, but I don't think it is common.
