away rotations

How do people decide on away rotations? I'm not talking about AI's where you're basically trying out for them but an away elective where I'll have a good time and hopefully learn something. Any input would be great. I'm looking for an anesthesia/critical care elective with a good amount of procedures and student involvement and some sort of surgical rotation with OR time. Thanks.
 
The recommendation I have heard is to pick one away rotation at a place you think you want to go that you have a decent shot at getting into, and to do the second one at a "dream program" that's really competitive.
