I have heard that a lot of rotation sites won't even take you as a 3rd yr anyway. You have enough time starting 4th yr to get maybe 3-4 away rotations before you have to submit your residency application.

Yep. Very few places take 3rd year medical students. Your only options for electives during 3rd year are usually hospitals directly affiliated with your school or some private practice somewhere. No university program will take a 3rd year. So I don't think 3rd electives matter very much. Having a lot of 4th year electives is great, though
