Being considered an applicant

Up to what step could you have completed to be considered as having applied for a certain cycle? For example, just filling your name out on the AMCAS would not be enough for one to be considered as a re-applicant on the following cycle, but what about up to and including transcript verification? What about steps before/after that?

Reason why I ask is I am hesitant on applying this cycle, but I want to do what I can to make my decision easier should I choose to go ahead and apply this year.
