Look on wikipedia for umbilical artery and umbilical vein. They have a very good description.

Veins go towards the heart, arteries have blood the flow away from the heart. Since the fetus can't breath on its own (ie. the lungs aren't really involved), it's going to need all the oxygen it can get from the mother. Therefore, you want the umbilical vein to have the highest oxygen content.
