Boards and licensing

I'm trying to decide on a dental school, and I just curious about how licensing works. For example, if you take your boards in one region of the country but end up specializing in another, are you licensed to practice in both places? I'm not really sure how licensing works except that there are different boards for different areas of the country....but how does it work after specialty programs? the same way?
